Unfortunately, no, other than on the TV, it's not possible to view the video in-game.

The video was included on the Umihara Kawase Soundtrack extra disc (http://kawasefan.net/umihara-kawase-soundtrack-extra-disc) (and the Sayonara Umihara Kawase Chirari Soundtrack extra disc, which has the same content), but at the same quality as shown in the YouTube link, so it's possible that uploads of the video to YouTube or other video sites were taken from that DVD.
